I believe she's saying it has been 33 years seance it happened. "33 years go by and you don't jump at shadows anymore" She can almost forget until one day the memory's come back.

It's not about rape. This really happened to Ani DiFranco. She came home one night, and a man was sitting in her bedroom.
The ending is supposed to be ironic; an unarmed stranger completely crumbled all her walls and routines in one night, and then she allows another stranger with a gun into her house...just because he's a policeman...
